These requirements were put into the Act to increase the accessibility of units to all homeseekers. All persons “in connection with the design and construction” are liable for ensuring that multi- family dwellings meet the seven design and construction requirements of the Act. These persons include, but are not limited to, architects, owners, developers, and builders. The federal Fair Housing Act was passed as part of the Civil Rights Act of 1968. The Fair Housing Act makes it illegal to discriminate in the provision of housing (rental, sales, insurance, mortgage lending, advertising) based on race, color, religion, sex, national origin, family status or disability. 1.
